آگاهي عامه در مورد استراتيژي مبارزه عليه جرايم اقتصادي
اين بيانيه از طرف حکومت افغانستان تنظيم گرديده و د افغانستان بانک به عنوان يکي از نهاد هاي مرتبط آن را جهت اطلاع عامه به نشر مي سپارد.
بحران کابل بانک در سال 2010 و تأثير آن بالاي افغانستان در بخش ذخيره پول درين بانک، يک ضرورت مبرم را براي حکومت بوجود آورده است تا يک استراتيژي را براي تقويه و تطبيق قوانين افغانستان در ارتباط به تأمين مسؤليت پذيري در مقابل جرايم پيچيده مالي، تطبيق نمايد. رشد سريع اقتصاد افغانستان و بيشتر شدن پيچيدگي آن به همان اندازه فعاليت هاي جرمي را بيشتر نموده است که به پاسخ مشابه از جانب مقامات تنفيذ قانون ضرورت دارد. حکومت افغانستان تطبيق اين استراتيژي را در ارتباط با بحران کابل بانک شروع نموده است.

Public Statement on Progress in Prosecution of Economic Crimes in Afghanistan
This statement is prepared by the Government of Afghanistan and Published on DAB website for public information
The collapse in 2010 of Kabul Bank and the cost to Afghanistan to secure the funds of depositors in that bank has highlighted the need for the Government to implement a strategy to strengthen and enforce the laws of Afghanistan with respect to ensuring accountability for complex economic crimes. The rapid growth of the Afghan economy, and its growing complexity, has given rise to criminal conduct that is equally complex, calling for a sophisticated response from law enforcement authorities. The Government has begun implementation of this strategy in connection with the collapse of Kabul Bank.

DAB Public Statement on Kabul Bank
In early 2010, Da Afghanistan Bank (DAB) received information indicating that some Kabul Bank shareholders may have used depositors’ money for investments in Dubai properties. Subsequently, DAB Supreme Council passed a resolution banning shareholders from holding top management positions (Executive Board) in banks. At that time shareholders occupied senior executive positions in some commercial banks. In August 2010, DAB learned more about Kabul Bank’s other investments in Pamir Airline, Gas Group, Kabul Naft, Zakhira, Gulbahar Center, and Gulbahar Towers. It turned out that most of these investments were made in violation of the Law of Banking in Afghanistan.
